[tldoc] ja.po updates for TeXLive 2011

p.s.
Translations of the description in the package list of the TeX Live Manager main window don't seem to be translated even though they have entries in the po file.

For example, "scheme-basic" package has description "basic scheme (plain and LaTeX)" in the main window, but it will not be translated.
