I wouldn't know in French speaking countries, but in Spanish, some regions
would have 'ordenador' for a computer, and still everyone knows what a
computadora is, so they would use it interchangeably, as long as everyone
agrees with its usage. Of course, not everyone agrees with it, so the
convention to settle the differences becomes harder. But in the case of
what's supposed to be under texmflocal, is no secret that it can hold a set
of macros, and what is a package but just a set of macros...
