[tldoc] \ref missing; tl22 imminent

I plan to take the final updates for TL22 on Monday, and make the final
build on Tuesday. (Sorry for not mentioning earlier, I forgot many of
you are not on the main tex-live list.) I see a number of translations
haven't been updated:

If any can be updated Sunday or Monday, that's great, but I don't think
it's urgently necessary. Updates can happen after the release and
anyone who wants them can get them over the net. Whenever you
(the responsible parties :) have a chance ...


Also, Takuto spotted one more small error in texlive-en.tex, a missing
\ref, so I fixed it (r62818). Maybe translations need to be updated too.
