Giving it a second thought,

serves its purpose, and may very well be a clear indicator that
something else amiss with duplicate lua cache.
But At any rate, since this has been an outgoing issue for as long as I
can remember, I live with the conviction that lua with TeX, might have
to end up with a helper (akin to other software implementations out
there) to sort this whole thing out. It just can't help itself any
longer, not only by finding paths that are writable first, — and which
one of the two takes precedence — as the doc states, but unfortunately
and most concerning of all insisting in reading read restricted files on
the fly. Why? Because it can.
