Thanks! I currently don't have enough time/bandwidth to get deep into PDF
specs, so I'm happy for you to do it!

FWIW, the ConTeXt implementation of the special, far as I can tell, runs
a little like this:
\special{pdf: ann #1 width \width height \height
       <</Subtype /Link /Border [0 0 0]
         _SOME_MORE_STUFF_ 
         /A <<_ACTION_>> >>}
