[XeTeX] RTL Arabic footnotes + line numbers for critical edition

I modified a babel package for Hebrew so that it would (a) work with
XeLaTeX and (b) replace \thechapter and similar strings with those
appropriate for Arabic.
It works well enough on my machine for my current needs. There is a PDF
showing some of the things it can do. And perhaps some things it
cannot. (I think the latest fontspec broke the the FarsiTeX multicol
implementation.)
The one person who tried to install it could not get it to work with
babel. My TeX installation is old, so perhaps someone with a newer
installation or more knowledge of babel could help determine the
problem.
