[XeTeX] Xetex Win32 problem

HI,

Thank all of you who did a great job to port XeTeX to Windows platform.
I've just downloaded and installed W32TeX and XeTeX from http://www.fsci.fuk.kindai.ac.jp/kakuto/win32-ptex/web2c75-e.html
But when I run fc-cache to build the font cache, I got a error dialog box saying application fatal error(0xc0000022). In fact, I can't run any program in teh XeTeX package.
I'm using Windows XP Traditional Chinese version.
Can anyone thread some light on this please?
