I agree that it's a poor workaround. This is why FontLab Studio 5 has
options to decompose composites automatically when generating OpenType
PS fonts, and to use subroutines to compress the CFF table. Both these
options are on by default. In other words, by default, FontLab Studio 5
builds OpenType PS fonts using subroutines and without using seac. The
font developer is able to change this behavior if he/she really wants
but the user's manual definitely recommends to leave the "decompose
composites" option on for OpenType PS fonts.
