Have you looked at the character set supported by Charis SIL?

These fonts include a wide range of symbols, including combining  
diacritics and separate marks, particularly those that are used in  
linguistic transcription and similar contexts. Pretty much the  
complete "extended Latin" set in Unicode, along with a rich  
collection of technical symbols and marks. I don't know whether this  
would meet your needs, but it might be worth checking.
