Well, now you added some comments and categories that were non-existent
in your original list; I have several objections:
* you mixed the complete list of Slavic Cyrillic with non-complete
non-Slavic list;
* you marked as "exotic" several letters that are used by ~15 million
people and that exist in every normal font;
* the (most of) letters you included in Russian pre-1918 ortography
are actually part of older Slavic Cyrillic writing system and were
used in other languages as well;
* Cyrillic doesn't have a "base". It have just common letters and
specific letters that appear in particular languages, with two
clearly visible groups: East+Bulgarian and South.
Although this is technically irrelevant (since this list works in
XeTeX), I'd propose the following modified classification as more
clear for someone who wants to eventually complete it in order to cover
Unicode Cyrillic in its entirety:
