It looks like the French patterns aren't aware of the Unicode
apostrophe. You could work around this by assigning
\lccode"2019="0027
so that it is treated the same as the old ASCII apostrophe for
hyphenation.
Ideally, the {francais} option would set this up, I guess, but Babel
isn't aware of XeTeX and Unicode.
