[XeTeX] Problem with \XeTeXinputencoding

Dear All,
   
  I have a strange problem with XeTeXinputencoding.
  I wrote two tex files. 
   
  %   main.tex =============================
  \documentclass{book}
\usepackage{zhbook}
\includeonly{ex1}
\begin{document}
\include{ex1}
\end{document} 
  %% end of main.tex
   
   
  % ex1.tex
  \XeTeXinputencoding "utf-8"
   
  What is wrong? 
  %% end of ex1.tex
   
  After running 
     xelatex main
  I got
    "No pages out"
   
  What is wrong with it?
