[XeTeX] problem with \XeTeXinputencoding

Sorry, the file main.tex should read as

\documentclass{book}\includeonly{ex1}\begin{document}\include{ex1}\end{document}

%%end of main.tex 
 
And the file ex1.tex is
 
%% ex1.tex ===========================
\XeTeXinputencoding 'utf-8'
 
What is wrong? 
%%=====================================
%% end of ex1.tex
 
After running 
   xelatex main
I got
  'No pages out'
 
What is wrong with it?
