Yes. babel consist of two parts: hyphen.cfg which define some core
commands and load hyphenation patterns (through language.dat).
hyphen.cfg is loaded during the format generation. And then there is the
actual babel package which can be loaded in the document. polyglossia is
a replacement of this actual package.
