Did I? Oops.... perhaps that went missing when I updated the ICU  
layout code or something. I'll look back through the history.

You're right. I did that back in August 2006; when I later moved to  
ICU 3.6 (Jan 2007), I missed merging that change into the newer library.

I'll fix it shortly. (Not today, though, it's bedtime!)
