Akira Kakuto builds xetex (and other) binaries for his own W32TeX
distribution and for TeX Live. I believe this is done using MSVC and
makefiles that he has created, but I haven't looked into it closely.
There is a xetex source archive available from Akira's W32TeX page
(see http://www.fsci.fuk.kindai.ac.jp/kakuto/win32-ptex/web2c75-
e.html), though this may correspond to the 0.996 release rather than
the constantly-updated xetex-dev package.
I'd really like to have a MinGW-based build (either natively on
Windows or, better still, using the cross-gcc toolchain), but haven't
had the time to spend on getting all the tools and dependencies
sorted out properly.
