Yes, indeed! Thank you. Typesetting the manual with pdfTeX is perfect.

Typesetting with dvips chokes because pgfmanual-en-tikz-actions.tex  
calls the images (p. 140 of manual) with extension (jpg). Deleting  
the extension (so it uses the .eps versions) makes everything work;  
also, images have to be copied to version-for-dvips/en/ for dvips to  
include them in the final PDF.

dvipdfm has the known problems with patterns, but Jin-Hwan Cho is  
doing great things with dvipdfmx, so maybe there is hope in a near  
future; also, it doesn't include the images, even if copied to its  
directory.

XeTeX *does* include the images, though slightly shifted in p. 530.  
It has, too, the known problems with patterns, but, as said above, I  
have hopes for this to change.
