Type 1 fonts tend to have a UPM size of 1000, and there are applications
that actually assume that their UPM size is 1000 — including some Adobe
applications. The same is the case with OpenType PS (.otf) fonts.
OpenType TT (.ttf) fonts, formerly known as TrueType, typically have the
UPM size of either 1000 or 2048, but in reality can have UPM sizes up to
32,768, and no software I know makes any assumptions. There are a number
of TrueType-flavored fonts out there which have UPM sizes as different
as 20, 400, 1200 and 16000.
