Here's one way --- just redefine the \labelitemi (or \labelitemii etc)
\documentclass[11pt]{article}
\renewcommand\labelitemi{--}
\begin{document}
\begin{itemize}
\item This is first.
\item And this is second.
\end{itemize}
\end{document}
