[XeTeX] Font Development

Can anyone guide me on how to start font development? I mean true type font
development.

I would like to be able to create some opentype Persian fonts from scratch
but really know nothing about making fonts. Is there any guide and what
tools you need to use for font creation, for example  what softwares the
developers of Scherezade or Junicode fonts used to develop these fonts?
