Well if this were the case graphicx wouldn't be at fault, it can
only use the size informations given bei xetex/pdflatex. But I don't
think that thumbnails are used: The pdf generated by pdflatex and
xelatex looked identical. Also I removed with irfanview all exif
data from your graphic and it still worked fine. I also removed the
exif data from the Figura_3-1.JPG and it now also worked fine. So I
would say the problem lies in broken/incomplete/whatever exif data.
