[XeTeX] \hyphenation{} and combining diacritics

Does \XeTeXinputnormalization=1 normalize to NFC or NFD?
I need to use U+0123 LATIN SMALL LETTER G WITH CEDILLA
sometimes, and have found that most fonts make a mess of
it in NFD!
