[XeTeX] Footnote rule line without any footnote text material

Pete:

With TL 2012, I do get the same problem you report below.  I have no 
idea why, though.  If I use something like

\showthe\XLingPaperlistitemindent

it gives 10.95pt. which is a number with a valid unit of measure.

Any idea what is wrong?  I'm stumped.
