Thanks for the advice, I can't remember whether we tried TeX Gyre.  
Another alternative, which I have not tried yet, seems to be the Fira 
Sans font, which exists in both proportionally and mono-spaced versions:

I'm not sure what its code point coverage is, nor whether it handles 
stacked diacritics; we'll see.
