There have been plenty of changes since 2021, especially in the Windows
support. You might try TL 2023 if you can.

    (A) The following file is processed by latex as expected, but the
        latex process hangs up on exit.

Your doc runs normally to completion on x86_64-linux with no problems
exiting back to the shell. I can only surmise a Windows-specific
problem. I have no idea what happens between the normal end of the
normal run and exiting on Windows, where you're reporting the problem lies.
