    So I thought that perl scripts are the new standard for texlive?

There is no standard. Some scripts are in Perl, as you noted. Others
(mktexlsr, other mktex*, ...) remain shell scripts. Others are in other
languages. Whatever makes the most sense.

If Gentoo is linking mktexlsr to mktexlsr.pl, that is not something we
have ever done, or recommend doing.
