It seems that Gentoo tries to do too much of a good thing.

All Gentoo maintainers have to do is to instruct the TeX Live
installer to install programs at /usr/bin instead of the default
directory /usr/local/texlive/<year>/bin/<platform>.

There is absolutely no need to create any other symlinks.
