Hi Norbert,
you can try yourself:

   cp -p /usr/local/texlive/2024/bin/x86_64-linux/tex /usr/bin/

   /usr/bin/tex \\bye 2>&1 | tr : \\n

This lists all directories where kpathsea looks for texmf.cnf.
It searches many directories, among them are the most appropriate for
Linux distros,

   /usr/share/texmf-dist/web2c
   /usr/share/texmf/web2c

The file texmf.cnf must only be adapted if there is no <platform>
directory.  With these default search paths many use cases are covered
without recompilation.
