New set of win32 binaries

Please update texmf/.../psnfss for TeXLive 5...

I stumbled on outdated ot1pnc.fd yesterday (one of our users needed it).
The version in /texlive/Master/texmf is:

   [1998/11/05 Fontinst v1.800 font definitions for OT1/pnc.]

while it should have the CTAN content/version:

   [1998/07/06 Fontinst v1.800 font definitions for OT1/pnc.]

(the version on TeXLive4 was too old too!)
