Hmm... canot reproduce it here, even using your setup (selected root
and scheme).

I have: Testing for /usr/local/TeX/TL2004/bin/i386-linux/texconfig
Have you selected also other binaries for installing?

For GUTenberg scheme I have also texmf-dist, texmf-doc and texmf-local
For "TL live" only failed building map files in texmf-var/

It contains only some man pages for cjpeg, libpng and png, etc.

I have only (already reported) problem with "TL inst": since it doesn't
contain kpathsea.zip, some config files cannot be installed.
I don't know why generic bin-kpathsea, etc. packages aren't ziped.
Only have platform dependent stuff (eg. bin-kpathsea-i386-linux.zip
etc.
