[tex-live] how to find out what went wrong with fmtutil?

Hi,

does anyone have a clue how to find out what went wrong here
(I got this problem after upgrading the TL live iso image):

| fmtutil --byfmt pdftex
| fmtutil: running `pdftex -ini   -jobname=pdftex -progname=pdftex
-translate-file=cp227.tcx *pdftex.ini' ...
| Error: `pdftex -ini  -jobname=pdftex -progname=pdftex
-translate-file=cp227.tcx *pdftex.ini' failed
`--------

fmtutil-sys does the same. Running the command

`pdftex -ini   -jobname=pdftex -progname=pdftex
-translate-file=cp227.tcx *pdftex.ini'

manually succeed.
