[tex-live] Broken Net-Installer for Win32

Hello All,

the net-installer seems to be broken. I tried on an a real WinXP (SP3)
system and afterwards on a newly set up virtual WinXP SP3 machine (to
exclude ill-effects induced by other software).

Error message (from the virtual machine):

Revisions used:
a) from the downloaded ZIP-file:
   # $Id: TLUtils.pm 11987 2009-01-27 01:33:00Z karl $
   # $Id: install-tl 11994 2009-01-27 18:36:30Z preining $

b) directly from SVN:
   TLUtils.pm   12001
   install-tl   12002

It fails for both revisions.
