TeX Live Manager Error

Dear TeX Live team,

Greetings! I am new to LaTeX and am thrilled to use TeX Live. But I encountered a problem the first time I try to open LeX Live Manager, which gives me the following error:

I googled this, and updated all my packages (including tlmgr itself) by tlmgr command line tool, but the problem still exists:

I also tried to execute the command "tlmgr print-platform" in the error message, but did not get any error:

And my environment is:
OS: Windows 10 21H2
TeX Live: 2021
