i was afraid that might happen.  it seems
that \maketitle assumes that it's at the
top of a page, and if it isn't, it forces
one.  yes -- in article.cls, \maketitle
calls \@maketitle, and \@maketitle begins
with \newpage.

that's probably common to most document
classes, so what i would do is go into the
document class you're using and look for
where the spacing at the top of the page
is defined, copy out that definition, and
intervene there.  it'll be ugly, but i
don't see any other obvious approach.
