I think this is restricted to pdfTeX use. When using xdvipdfmx as
output driver you can use the dvipdfm model, for example:
\special{pdf: docinfo <<
/Author (Peter Dyballa)
/Title (Klageschrift)
/Keywords (technisches Verständnis, Online-Medien) % ä = C3 A4
/Subject (Bewerbung als Aushilfe)
>>}
If the hyperref documentation does not tell exactly for which driver
your example works, then you should complain at Heiko Oberdiek. He is
quite accessible and he'll understand. Before doing so you could try
to tell hyperref your output driver (there are a few choices from the
dvipdf family) and make sure that you are using exactly the
corresponding output driver, for example by using 'xelatex -output-
driver=xdvipdfmx <file>'. If this fails to insert the information you
want and the LOG file does not give a damn hint why, than you have a
perfect reason to complain – at Heiko Oberdiek.
My example still works:
pdfinfo Dings.pdf
Title: Klageschrift
Subject: Bewerbung als Aushilfe
Keywords: technisches Verständnis, Online-Medien
Author: Peter Dyballa
Creator: LaTeX with hyperref package
Producer: xdvipdfmx (0.7.3) %% from TeX Live 2008, updated
or
Producer: xdvipdfmx (0.4) %% from TeX Live 2007

I think
\pdfstringdef{\Betreff}{Wörter mit Üṁŀäüţêñ}
...
/Subject (\Betreff}
...
does not work with XeTeX. As far as I understood the macro
\pdfstringdef prepares text to be in Adobe's PostScript encoding
(i.e. Adobe Standard Encoding or 8r font encoding in TeX) so that you
don't have to translate an ä into ä – which is its UTF-8
representation ... (OK, I still have to learn from experiments, or
others, some missing non US-ASCII details.)
