I can attest that PDF properties are indeed set correctly. It might be 
necessary to make hyperref the last package that is loaded. An example 
where title/author/keywords are correctly set can be viewed at:

http://www.ee.uwa.edu.au/~chandra/Downloads/Thesis/write-xelatex.pdf

The properties of the generated PDF, including version of xdvipdfmx used 
to generate it, can be examined with Adobe Reader using File -> Properties.
